Birth control options?

I cannot use hormonal birth control for several reasons. I am tired of using condoms. My husband and I are both STD free so that is not an issue. I do not ever want to get pregnant. I want to adopt a child not have one of my own. I cannot find a doctor willing to tie my tubes or give my husband a vasectomy because we are only 23. I have heard IUD's can cause a lot of problems with heavy cycles and bad cramps. I do not really want that. Any suggestions or am I stuck with condoms until I am 30. I am allergic to spermicide and natural family planning is not reliable enough. Any ideas on how to find a doctor to perform the procedure on one of us? Thanks!
