Consultation fees seeing physicians/dentists?

I recently made a consultation appointment for my daughter for braces, in which I was told over the phone would be $100. At the consultation, the orthodontist took x-rays, an impression model of her teeth, took some digital camera photos of her face and said we should come back in two weeks to discuss her diagnosis and treatment options. As I went to pay, her receptionist said the total for the consultation was $800, when I mentioned that they said on the phone it would be $100, the orthodontist said yes, $100 to meet with her. Then there would be an additional $300 for x-rays, $300 for the impression model and $100 for taking digital photos. Of course, I wasn't too happy and paid this, has this happened to others before and does a physician have a right to give you a quote on the phone then at the consultation start adding additional services on top of that quote that results in a much larger final fee? Thank you.
