Whiney black broad, I bet she cried racism and ism to get her payday. Funny thing, sometimes you do not have time for bids, look at the San Fran quake back in 89, no bid and finished ahead of time and under budget. Just think of all the fried chicken and watermelon she can buy now. The job that needed to be done in Iraq was best done by the people that got the contract. It was all investigated and that was the official conclusion. Sorry lib, you FAIL.
