Subsidized child care?

I recently bought a house with my husband. My Husband works full time. We are having our best friend move in with us. He has a 10 week old child, and also works full time. I don't have a job and would be watching his child full time for him. Would I be able to get paid by the state or the government for watching his child full time? How would I go about this. I live in the Bay Area of California. Hopefully I can get some answers since I am now posting it in the appropriate category. =)
