It sounds like you are doing all the right things, but with all birds it is best to watch them at a distance with binoculars. The number one thing anyone can do to help our feathered friends is to not let your CAT outside! Probably the reason you are not hearing them is because you are feeding them with the suet feeder. However you should be hearing them as spring is here and they rap to mark territory for mating.
