Is it proper to add a family member as a reference on a job application under this cirstance?

I'm applying for a position with the county offices of my town, which deals in motor vehicle registration, insurance, and other such endeavors. My mother worked there for eight years. Would it be improper to use her as a reference? My guess is that it would not be, but I'd just like to make absolute certain.
